			<content:encoded><![CDATA[<p>The RCMP has arrested a <a href="http://immiqc.com/">Quebec immigration consultant</a> accused of providing Canadian citizenship documents to hundreds of people in the Middle East so they could collect benefits and tax refunds from Ottawa.</p>
<p>Ahmad El-Akhal, 62, was arrested Thursday morning following a 2-1/2-year investigation by the RCMP&#8217;s Immigration and Passport and Commercial Crimes sections. His wife was also arrested as well as a suspected accomplice in Mississauga.</p>
<p>The alleged fraud ring is accused of securing immigrant status and citizenship for more than 300 residents of Lebanon and other Middle East countries and then helping them bilk the Canadian government of hundreds of thousands of dollars.</p>
<p>&#8220;Once they received documents this guy would fill out the tax returns and documents to get benefits back in the names of these people,&#8221; said RCMP Sgt. Marc LaPorte. &#8220;They were getting tax refunds, Goods and Services Tax rebates, child credit tax benefits, so the whole gamut.&#8221;<br />
Also charged was Mississauga resident Hassan Ali Saif, 44, who faces three charges under the Citizenship Act. &#8220;He was the leasor of some of the residences. And also he forged lease agreements and created mail addresses for these people. He actually collected the mail and gathered the information and sent it back to Montreal,&#8221; Sgt. LaPorte said&#8230;.</p>
<p>The alleged crimes go back as far as 1999. The investigation began in 2008 after Citizenship and Immigration Canada noticed that 320 permanent residence applicants had given the same 29 home addresses in Canada.</p>
<p>&#8220;The RCMP alleges that several hundred foreign nationals not residing in Canada used fraudulent means to obtain Canadian Citizenship and Canadian travel documents,&#8221; the RCMP said in a statement Thursday afternoon.</p>

Zemstvos existed on two levels, the uyezd (canton) and the province; the uyezd assemblies, composed of delegates representing the individual landed proprietors and the peasant village communes, elected the provincial assemblies. Each assembly appointed an executive board and hired professional experts to carry out its functions.</p>
<p>Generally dominated by the nobility, the zemstvos suffered after 1890 from legislation that restricted their authority, from insufficient revenue, and from administrative controls of a hostile bureaucracy. Nevertheless, they expanded the network of elementary schools, constructed roads, provided health care, and instructed the peasantry in agricultural techniques. From the late 1890s onward they also agitated for constitutional reform and, through a union organized by the zemstvos and their professional employees, stimulated revolutionary activity in 1904–05 and 1917. Reorganized on a democratic basis in 1917, the zemstvos were abolished after the Bolshevik party came to power later that year.</p>
<p>The term zemstvo also referred to stamp collecting.</p>
<p><a href="http://zemstvo.com/forum/">Zemstvo stamps</a> were stamps issued by various local government authorities and were used for local mail in their region, during period from about 1865 through until about the revolution in 1917.  They were most prevalent in the period 1890-93 when an incredible 793 different zemstvo stamps were issued by the various different local governments.  Indeed, due to the large numbers of issuing authorities (in total, 162 different districts issued stamps at one time or another), vastly more zemstvo stamps were issued during the period that they were in use than regular postal stamps &#8211; more than ten times as many!</p>

<p>Disconnect the vacuum hoses and electrical wiring that attach to the factory intake tube. Unfasten the hardware that holds the intake tube to the engine&#8217;s throttle body on naturally aspirated <a href="http://calibratechnic.com/category/engine/">Calibra engines</a>. If your engine is turbocharged, remove the factory intake tube from the intake inlet on the turbocharger. Unfasten the clamp that holds the intake tube to the factory air box and remove this intake tube from the engine and dispose of properly.</p>
<p>Unscrew the bolts that hold the factory air filter housing box in place. Lift this box out of the <a href="http://calibratechnic.com/">Opel Calibra</a> engine with the old air filter inside.</p>
<p>Position the straight intake tube into place where the old one was removed. Use the provided silicone coupling and clamp to secure the intake tube to the inlet, whether on the turbocharger or throttle body.</p>
<p>Connect the smaller intake tube to the open end of the newly installed intake tube. Position this smaller tube so it points toward the front of the vehicle, at a downward angle. Attach the new air filter to the small intake tube and secure with the fastening clamp.</p>
<p>Reconnect the necessary hoses and electrical wiring to the new intake tube. Plug any remaining holes with the grommets that came with your cold air intake kit.</p>

<p>Driver&#8217;s License and Insurance: If you are traveling to Quebec from another country, most foreign driver&#8217;s licenses are valid for stays under 6 months. After 6 months, one is required to have an international driving permit. When you drive on Quebec roads, you must hold a liability insurance policy of at least $50,000. If a vehicle is involved in an accident and the vehicle is not registered in Quebec, (<a href="http://autoauquebec.com/">auto à vendre au Montréal</a>) the amount of damages awarded will be based on the non-resident&#8217;s degree of responsibility. Proof of insurance must be kept in the car when driving a vehicle. As well, non Quebec residents may be covered for compensation under the province&#8217;s no-fault insurance.</p>
<p>The minimum age for driving a car in Quebec is 16. As well, for those rental companies that permit drivers under 25 to rent a car, they may charge higher insurance rates. It is also important to be aware that wearing seatbelts when driving is the law in Quebec.</p>
<p>Since 2003, it has been legal to turn right on a red light. The law mandates that drivers come to a complete stop before turning and that they yield to other traffic and pedestrians. If a driver fails to do so, one could receive a fine and demerit points applied to their license.</p>
<p>It is illegal to consume alcohol and drive a vehicle. A driver suspected of driving under the influence will be required to perform a breathalyzer test. If the test results reveal an alcohol concentration of 80 or more milligrams per 100 milliliters of blood, (maximum legal alcohol to blood ratio for driving in Quebec is 0.08%), their driver&#8217;s license will be suspended for a 30-day period. There are often police road checks for intoxicated drivers.</p>
<p>All traffic in Quebec travels on the right. Road signs are international, but generally in French. Maximum speed limits are 50km/h (31mph) in urban areas, 80km/h on rural highways, and 100km/h on regular highways. Radar detection devices are strictly banned and are prohibited from being carried in vehicles. In the winter, snow tires are mandatory. <p>In 1985, Nissan created a special task force (dubbed &#8220;Horizon Task Force&#8221;) to research and develop a new luxury line of automobiles. By 1987, the project had taken on the name &#8220;Infiniti.&#8221;</p>
<p>The first <a href="http://infinitifan.com">Infiniti cars</a> made their debut in fall of 1989 (as 1990 models). The models were sold through a specially selected network of U.S. dealers (51 initially). Two models were introduced: the Q45 luxury sedan and the M30 sports coupe.</p>
<p>The Q45 was not only Infiniti&#8217;s first vehicle; it was the brand&#8217;s longest lived. The Q45 was sold until 2006. Thus, prior to 1939, the stamps of Austria, Hungary, and then Czechoslovakia had been used in Transcarpathia. Russian or Ukrainian stamps were never employed.</p>
<p>From 1919 to 1939, Transcarpathia was the easternmost province of Czechoslovakia. <a href="http://stampuoso.com/2011/02/the-stamps-of-carpatho-ukraine-1939-1945">Carpatho-Ukraine. The National Assembly Issue</a>. It was also the smallest province (4,886 square miles) and had a population of 725,357 according to the 1930 census, 71 percent of which was Ukrainian. It was during this period that Ukrainian public schools were permitted for the first time. This and other factors contributed to the rise in Ukrainian nationalism, which culminated in the 15 March 1939 declaration of independence.</p>
<p>Hearkening back to 1918-19 when trident overprints were the norm on stamps of newly independent Ukraine, some citizens of the town of Yasinia decided to create their own version during the time of Carpatho-Ukraine’s short-lived independence. On 14 March 1939, 43 Czechoslovak stamp issues and two souvenir sheets were overprinted with a rubber handstamp showing a trident (Figure 5; designated Type I, it is rather similar to Odesa VIa or some of the Podillia trident overprints from Ukraine 20 years earlier). Still on that same day or on the following day, 39 Czechoslovak stamp varieties were overprinted with a distinctive Type II metal device that not only displayed a trident, but also the words “СЛАВА УКРАЇНІ!” (Glory to Ukraine!) in a half circle under the triden. Some postal cards were also overprinted with either the Type I or Type II tridents. All of the overprinting was carried out with black ink.</p>
<p>Exactly who produced the Yasinia overprints has not been determined. A likely source is members of the military organization Karpatska Sich, some of whose recruits were stationed in Yasinia at this time. The Yasinia stamps were not officially authorized issues by any means, despite the fact that some of the overprinted stamps are known seemingly used with a Yasinia circular date stamp of 14 March 1939. These &#8220;used&#8221; stamps were most likely created on a &#8220;canceled-to-order&#8221; or &#8220;handback&#8221; basis. The Yasinia <a href="http://stampuoso.com/category/local-stamps">local stamps</a> were not prepared in any great quantities and are fairly difficult to track down. They thus provide quite a challenge for collectors of philatelic ephemera.</p>

<p>The Morgan, Peace and Liberty Seated dollars back to 1840 contain .77344 troy ounce (ASW) actual silver weight of pure silver.
